Peter is a private dick. He is hired by Mr. X to gather information on homosexuals for a book being written. Peter sets up in a hotel room with his camera and his notebook to watch the action in an apartment across the way. He gets so involved with a guy doing himself alone that he drops his notebook and picks up something else until they are both finished.

Plot description from box is correct, especially the set-up. The latter part only describes one scene though.
This was most likely released in 1971. The film takes place in Los Angeles and a panoramic shot of the Sunset Strip is seen. A billboard advertising The Carpenters’ 1971 self-titled album is seen on the boulevard, so at the very least it was filmed in August 1971 (when the album was released) or shortly thereafter.
Rob Stevens is depicted on the box cover art, but is not featured in the film.
